Suspends legislator compensation after the fiscal year following annual adjournment in odd-numbered years unless the legislature passes and the governor signs all designated major appropriation and revenue bills.

Exempts health and dental insurance contributions from the compensation suspension.

Mandates mediation between the governor and legislature if a major appropriation bill is vetoed after passing both chambers, with a retired judge named as mediator within three days.

Requires mediation parties to meet within two days of mediator appointment and complete mediation no later than ten days before the end of the fiscal year.
