Modifies Minnesota Statutes 16A.10 to require state agencies to classify budget expenditures and revenues by fund, program, activity, character/object of expenditure, and outcome rather than just character of expenditure.

Requires agencies to describe program and activity goals, explain how each contributes to one statewide outcome, and present performance data measuring achievement of those goals and outcomes in budget submissions.

Establishes a Statewide Outcomes Commission with 16 members (4 senators, 4 house members, 4 gubernatorial appointees) to develop an initial chart of outcomes for classifying all state agency programs, activities, and appropriations.

Directs the commission to report to the legislature by August 1, 2012, with state-level core outcomes, contributing outcomes, and an initial outcomes chart, then expire upon submission of that report.

Requires the Department of Management and Budget to maintain the chart of outcomes in the Statewide Budgeting System and review it through the same budget process consultation with legislative committees.
