Appropriates undesignated fund balance from the bicycle transportation account in the special revenue fund to the commissioner of public safety for fiscal year 2012 for a bicycle light safety pilot program.

Commissioner shall procure bicycle head lamps, coordinate with one local law enforcement department to implement the program, and distribute lamps free of charge to bicyclists operating at night without legal lighting in lieu of traffic citations.

Requires $1 of nonstate matching funds for each $1 of state money appropriated.

Appropriation available until June 30, 2013.
