Permits service cooperatives organized under Minnesota Statutes section 123A.21 to create and manage group health coverage pools for private employers.

Allows pools to be either fully insured or self-insured arrangements.

Requires service cooperatives to maintain separate pools for public and private employers and to comply with all applicable state and federal insurance laws, including chapter 62H and section 62L.045.

Mandates that pools permit sales by licensed health insurance producers as defined in section 60K.31.

Becomes effective the day following final enactment.
