Changes the commissioner of education's authority from "may" to "shall" reimburse schools and approved organizations for up to 50 percent of actual motorcycle safety course costs when funds are available.

Modifies the requirement so the commissioner of public safety "shall" (rather than "may") make grants to the commissioner of education based on fund availability, rather than at the commissioner's discretion.

Requires that if sufficient reimbursement funds are not available, payments shall be prorated among applicants.

Maintains existing spending limits: no more than 5 percent for administrative costs and no more than 65 percent for instructor training, coordination, and reimbursements combined.

Effective date is July 1, 2011.
