Allows appointing authorities to make noncompetitive appointments of disabled veterans to classified state service positions when a vacancy occurs.

Requires the disabled veteran to have a disability rating of at least 30 percent from either the U.S. Armed Forces permanent disability list or the Department of Veterans Affairs.

Requires the disabled veteran to present written federal certification of disability issued within the year preceding appointment.

Requires the appointing authority to determine the disabled veteran meets minimum qualifications for the vacant position.

Exempts appointing authorities from interviewing other candidates if they elect to hire a disabled veteran noncompetitively under these provisions.
