Appropriates $5,400,000 from bond proceeds to the commissioner of transportation for predesign, design, and environmental studies for the Rochester-Twin Cities High-Speed Passenger Rail project.

Funds predesign, design, environmental studies, and project development for passenger rail facilities in Olmsted County, Dakota County, and Minneapolis/St. Paul International Airport.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,400,000 to provide the appropriated funds.

Bond issuance follows procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
