Requires renewal of first-year terms from labor agreements under Laws 2009, chapter 85, and Laws 2010, chapter 323 for a two-year period when those agreements expire.

Reverts all covered employees to first-year compensation and benefits terms, including reduction of any salary increases and step increases to first-year amounts.

Specifies that the Minnesota Nurses Association labor agreement referenced shall be the one in effect under Laws 2010, chapter 323.

Directs the Commissioner of Management and Budget to enforce these provisions.

Takes effect upon expiration of the referenced labor agreements and compensation plans.
