Requires the Workers' Compensation Reinsurance Association to comply with Minnesota's open meeting law (chapter 13D) and Data Practices Act (chapter 13).

Changes statutory language to make actions of the reinsurance association and its board of directors, as well as actions by the commissioner of labor and industry regarding the association, subject to chapters 13, 13D, and 15.

Maintains that the reinsurance association is not a state agency and that all property owned by the association remains exempt from taxation.

Effective August 1, 2012, and applies to all actions that take place on or after that date.
