Increases the minimum unencumbered fund balance threshold for the manufactured home relocation trust fund from $1,000,000 to $5,000,000 as of June 30 each year.

Triggers an assessment of $12 per licensed lot on manufactured home park owners when the fund balance falls below $5,000,000, payable by September 15.

Allows park owners to recoup the $12 assessment cost from residents as either a lump sum or monthly fee of no more than $1 collected with lot rent.

Permits park owners to adjust assessments for vacant lots or lots ineligible for trust fund contributions under existing exemptions.
