Amends Minnesota Statutes section 477A.011, subdivision 36, to add a new paragraph (bb) increasing the city aid base for certain cities beginning in calendar year 2013 and thereafter.

Applies to cities located outside the seven-county metropolitan area that had a population less than 10,000 in the 2000 census but grew to greater than 11,000 in the 2010 census.

City aid base increase equals the amount calculated under paragraph (k) (based on population over 5,000 times $60, capped at $2,500,000), with maximum aid also increased in calendar year 2013 only.

Requires eligible cities to have jobs per capita greater than 1.2 as calculated under section 477A.011, subdivision 42, paragraph (c).

Effective for aids payable in calendar year 2013 and thereafter.
