Changes the Three Rivers Park District Board of Commissioners from an appointed structure to an elected structure with seven commissioners total

Establishes five commissioners elected from districts (one per district, four-year terms, with vacancies filled by board appointment)

Establishes two commissioners elected at-large statewide (four-year terms, with vacancies filled by board appointment)

Requires the first at-large commissioners to be elected in 2012, with one serving a two-year term and one serving a four-year term to stagger future elections

Repeals existing statutes regarding appointed commissioners and becomes effective after the Three Rivers Park District board complies with notification requirements under Minnesota Statutes section 645.021
