Allows provisional driver license holders to carry passengers while driving for employment purposes, exempting them from passenger restrictions that normally apply during the first 12 months of provisional licensure

Removes the restriction limiting provisional license holders to one passenger under age 20 (first six months) or three passengers under age 20 (second six months) when driving for employment

Maintains all other provisional license restrictions including cellular phone use prohibitions, violation penalties, conviction-based license denial periods, and midnight to 5:00 a.m. driving limitations

Amends Minnesota Statutes 2010, section 171.055, subdivision 2, paragraph (c) to add the employment driving exemption
