Amends Laws 2011, First Special Session chapter 4, article 1, section 3, subdivision 2, regarding Business and Community Development appropriations.

Changes the appropriation for Advocating Change Together from a one-time grant of $135,000 in the first year to $135,000 in both the first and second years from the general fund for training, technical assistance, and resource materials for persons with developmental and mental illness disabilities.

Transfers the second-year $135,000 appropriation to the Commissioner of Human Services and adds it to the Department of Human Services' base budget beginning in fiscal year 2014 and each year thereafter.

Reduces the Department of Employment and Economic Development base budget by $135,000 each year beginning in fiscal year 2014 to reflect the transfer of the appropriation.
