Includes motorcycles under the definition of "motor vehicle" for insurance purposes, requiring motorcycle owners to comply with the same motor vehicle insurance requirements as other vehicles, effective January 1, 2013.

Removes motorcycles from automatic coverage under no-fault basic economic loss benefits, making motorcycle owners bear the economic costs of their own injuries not caused by others.

Requires all motorcycle riders under 18 years old to wear helmets; allows riders 18 and older to ride without helmets only if the motorcycle has a reparation security plan providing at least $250,000 in medical expense benefits and equal coverage for income loss, replacement services, funeral expenses, and survivor benefits.

Establishes a $25 additional annual tax and special distinguishing license plate for motorcycle owners who opt to ride without helmets; requires proof of enhanced insurance coverage for this election.

Repeals provisions that previously allowed motorcyclists to purchase liability-only insurance without personal injury protection coverage, effective January 1, 2013.
