Requires all Minnesota health plans covering prescription drugs to cover all FDA-approved contraceptive methods, sterilization procedures, and related medical services, education, and counseling without cost-sharing to enrollees.

Exempts religious employers that meet specific criteria: having religious value inculcation as their purpose, primarily employing and serving persons who share their religious tenets, and operating as nonprofit organizations under specified Internal Revenue Code sections.

Allows nonprofit employers with institutional religious beliefs opposing contraception coverage to decline providing this coverage and not subsidize employee access to it.

Requires health plan companies to offer contraceptive coverage directly to employees of exempt nonprofit employers at no charge to the employees and their dependents.

Effective August 1, 2012, applying to all health plans offered, sold, issued, renewed, or continued on or after that date.
