Expands the definition of "drug paraphernalia" to include equipment used in packaging, selling, or buying controlled substances, in addition to manufacturing, injecting, ingesting, or inhaling them.

Expands the definition of "methamphetamine paraphernalia" to include equipment used in packaging, selling, or buying methamphetamine, alongside equipment used for injecting, ingesting, or inhaling the drug.

Maintains existing exemption for hypodermic needles and syringes possessed, manufactured, delivered, or sold in accordance with Minnesota Statutes section 151.40, subdivision 2.

Both amendments are effective August 1, 2012, and apply only to crimes committed on or after that date.
