Proposes an amendment to the Minnesota Constitution, article IX, section 1, to change the voting requirement for proposing constitutional amendments from a majority to two-thirds of the members elected to each house of the legislature

Maintains existing procedures that proposed amendments must be published with laws passed in the same session and submitted to voters for approval at a general election

Retains the requirement that a majority of all electors voting at an election must ratify an amendment for it to become part of the constitution

Mandates submission of the proposed amendment to voters at the 2012 general election with a yes/no question on the ballot
