Amends Minnesota Statutes section 375.12 to allow counties with populations exceeding 600,000 to publish county board proceedings on the county's Web site as an alternative to newspaper publication.

Counties with populations not exceeding 600,000 must continue publishing proceedings in a qualified newspaper of general circulation, with contracts awarded annually to the lowest bidder.

Web site publication for large counties requires: a link to official proceedings on the county's home page, minutes retained for at least one year, and official notices kept online during their full publication period.

County boards may direct publication of only a summary of proceedings instead of full official proceedings if the board determines a summary adequately informs the public.

Maintains existing requirements that proceedings be published within 30 days of the meeting and that small claims of $2,000 or less may be totaled rather than individually itemized.
