Prohibits final passage of bills or conference committee reports on the same legislative day they are received, except by two-thirds affirmative vote of the body

Allows waiver of this requirement on the final legislative day before constitutionally required adjournment by either 40 senate votes, 80 house votes, or governor's executive order referencing the specific bill number

Requires a minimum one-hour waiting period from receipt before final passage can occur when the requirement is waived

Prohibits amending provisions from non-complying bills onto complying bills to circumvent the requirement

Makes the presiding member personally accountable for any violations of this section
