Requires government entities to prepare and maintain inventories of private and confidential data records, written public data access policies, and written policies on data subject rights, all updated annually and made publicly available.

Classifies personal information of contractor/subcontractor employees (phone, address, email) as private data and establishes that financial account numbers in inactive investigations are private data.

Expands public access to applicant appointment data to include veteran status and makes certain board member information public upon appointment, including service dates, complaint status, and final investigative reports.

Modifies electronic licensing data disclosures to allow business verification of personal information, use in legal proceedings, towing/impound notices, insurance activities, and private investigative services while maintaining law enforcement access.
