Authorizes the city of Minneapolis to extend interim zoning, liquor licensing, and other approvals for Kick's Liquor Store, Inc., doing business as Broadway Liquor Outlet.

Permits the business to continue temporary operation in a temporary structure at its current location (2201 West Broadway) following damage from the 2011 tornado.

Allows relocation of the existing off-sale intoxicating liquor license to a permanent facility across the street at 2200-2220 West Broadway.

Exempts the relocation from limitations in state law, local ordinances, charter provisions, and contiguous zoning requirements.

Effective upon final enactment.
