Amends Minnesota Statutes section 13.43, subdivision 2, to clarify the definition of public data relating to employment settlement agreements involving payment of public money.

Requires that settlement agreements involving more than $10,000 of public money must include specific reasons, defined as a description of the substantive basis and reasonable description of facts prompting the agreement, with exceptions for employee health information.

Expands the definition of "public official" under public data rules to include school superintendents, principals, directors, business managers, human resource directors, and comparable charter school positions, plus political subdivision employees in managerial capacity.

Ensures that upon completion of investigation or if a public official resigns or is terminated while a complaint is pending, all data relating to the complaint becomes public unless it would jeopardize an active investigation or reveal confidential sources.
