Changes the state primary election date from the second Tuesday in August to the first Tuesday after the third Monday in June in even-numbered years.

Moves municipal and school district primary election dates from August to June on the same schedule (first Tuesday after the third Monday).

Updates related administrative deadlines: combined polling place establishment from May 1 to March 1, precinct boundary changes from June 1 to April 1, and municipal/school board primary resolutions from April 15 to January 15.

Adjusts election judge appointment deadlines and example ballot distribution deadlines from May to March dates to accommodate the earlier primary date.

Effective January 1, 2013, for all elections conducted on or after that date.
