Creates an interstate highway emergency response account in the general fund, credited annually with $500,000 from automobile insurance surcharge revenues.

Establishes an interstate emergency response reimbursement program administered by the Emergency Medical Services Regulatory Board to reimburse licensed volunteer ambulance services for unrecovered costs from emergency calls to out-of-state residents or unidentified patients on interstate highways.

Requires eligible ambulance services to have at least one interstate highway in their primary service area and to provide evidence of uncollected debts from out-of-state residents or unidentified patients.

Directs the Commissioner of Revenue to initiate discussions with Wisconsin to create a reciprocal debt collection agreement for ambulance services and requires a report by January 15, 2013, on feasibility and draft legislation.

Amends Minnesota Statutes section 168A.40 to redirect $500,000 annually from automobile insurance surcharge revenues to the new interstate emergency response account, increasing the threshold for excess revenue allocation from $1,300,000 to $1,800,000.
