Adds requirement that grant agreements include an effective date referencing either section 16C.05, subdivision 2, or 16B.98, subdivisions 5 and 7, as determined by the granting agency.

Allows encumbrances for grants issued by June 30 to be certified for one year beyond the year in which the funds were originally appropriated, as provided by section 16A.28, subdivision 6.

Transfers administrative oversight and control of the film production jobs program from the director of Explore Minnesota Tourism to the commissioner of administration.

Maintains the Minnesota Film and TV Board's operational role in the film production jobs program, with the commissioner of administration making final payment determinations based on recommendations from the Board.
