Increases the provider rate differential for accreditation from 15 percent to 17 percent above the maximum rate established in statute for family child care providers and child care centers that hold current early childhood development credentials or are accredited.

Raises the annual absent day reimbursement limit from 10 to 25 full-day absent days per child, excluding holidays, while adding a 10 consecutive absent day limit and allowing exemptions for documented medical conditions.

Exempts absences due to documented medical conditions of a parent or sibling living in the same residence from counting against the 25-day absent day limit.

Allows children in families where at least one parent is under 21 years old, lacks a high school diploma, and is enrolled in a program providing child care, parenting, and educational support to request exemption from absent day limits with county approval.

Requires providers and families to receive notification of absent days used upon initial authorization and when 15 cumulative absent days have been used, effective January 1, 2013.
