Commissioner of Transportation must select and award a consultant contract by July 1, 2012 to analyze pupil transportation costs and recommend efficiency improvements and legislation.

Consultant shall separately analyze pupil transportation in selected urban, suburban, and rural school clusters using strategic sourcing methods including standardization, contract consolidation, and life-cycle costing for bus purchasing.

Consultant must submit findings to the Commissioner of Transportation by January 15, 2013, who shall forward the report to legislative committees with jurisdiction over transportation and education finance and policy.

An unspecified amount from the general fund is appropriated to the Commissioner of Transportation to cover study costs.
