Amends Minnesota Statutes section 10A.071, subdivision 3 to expand exceptions to the gift ban for public officials.

Adds exception allowing food or beverages at receptions, meals, or meetings if an invitation to attend was provided to all legislature members at least five days prior to the event.

Maintains existing exceptions including contributions, services assisting officials, items of insignificant value, plaques and mementos under $5, informational materials under $5, and food/beverages at speaking events held away from the recipient's workplace.

Preserves exceptions for gifts given based on membership in groups where most members are not officials, and gifts from family members of lobbyists or principals.

Takes effect the day following final enactment.
