Prohibits Minnesota government entities and political subdivisions from enacting ordinances, regulations, or policies that limit or restrict communication and cooperation between criminal justice agencies, peace officers, and federal officials regarding immigration status or enforcement of federal immigration laws.

Requires government entities to allow public employees to send, receive, maintain, and exchange immigration status data with the U.S. Department of Homeland Security and other federal, state, or local government entities without restrictions.

Allows Minnesota residents to file for a writ of mandamus to compel government entities and officials to comply with immigration data reporting and federal law enforcement cooperation requirements.

Applies preemption provisions to state and local laws, overriding any conflicting ordinances, regulations, or policies enacted by initiative, referendum, or other local process.

Takes effect the day following final enactment.
