Expands eligibility for burial in Minnesota State Veterans Cemeteries to include deceased allied Hmong-American or Lao-American veterans of the American Secret War in Laos, along with their spouses and dependents.

Defines "allied Hmong-American or Lao-American veteran" as American citizens of Hmong or Lao ethnicity recruited and supported by the CIA or other U.S. government agencies during the Vietnam War period (July 1, 1961 to April 30, 1975) in combat or combat support roles.

Authorizes the Minnesota Commissioner of Veterans Affairs to designate the chairperson of the Special Guerilla Unit Veterans & Families Development of USA, Inc. to confirm applicant eligibility using the form SGU-DD214.

Requires confirmation of veteran status through a written policy established by the Minnesota Commissioner of Veterans Affairs or designee.

Effective date is July 1, 2012.
