Allows Kandiyohi and Lyon Counties to make county recorder and auditor-treasurer positions appointive instead of elective upon county board resolution approved by 80% of board members.

Allows Swift County to make county recorder, auditor, and treasurer positions appointive instead of elective upon county board resolution approved by 80% of board members.

Requires county boards to publish proposed resolutions for two consecutive weeks and hold a public comment hearing before formally adopting any appointment resolution.

Allows voters to petition for a referendum within 60 days of resolution adoption if petition is signed by at least 10% of registered voters; appointment takes effect only if referendum passes with majority voter approval.

Permits counties to revert appointed positions back to elected offices after at least three years with county board resolution approved by 60% of members, subject to voter referendum if 10% of registered voters petition by August 1 of election year.
