Changes medical assistance spenddown requirements to require (rather than allow) persons on recurring one-month spenddown basis to pay the monthly spenddown amount in advance to the state agency to maintain continuous eligibility.

Spenddown payments must be made on or before the 20th of the month; recipients who fail to pay by this deadline become ineligible for the following month.

Requires the local agency to code the Medicaid Management Information System (MMIS) to reflect that recipients are paying monthly spenddown in advance and directs the state agency to convey this eligibility information to providers through the Electronic Verification System (EVS).

Becomes effective July 1, 2012, or upon any necessary federal approval, whichever is later.

Directs the commissioner to seek any required federal waivers and approvals to implement the spenddown changes.
