Authorizes school boards to suspend teachers without pay while pending discharge hearings if the teacher has been charged with a felony and the underlying conduct constitutes grounds for immediate discharge.

Requires school boards to reimburse teachers for any withheld salary if the final board or arbitrator decision does not result in penalty, suspension, termination, or discharge.

Maintains existing requirement that boards provide written notice to teachers and grant requested hearings within ten days before taking final discharge action.

Modifies Minnesota Statutes 2010, section 122A.40, subdivision 13 regarding immediate discharge procedures for continuing-contract teachers.

Takes effect the day following final enactment.
