Excludes total and permanent duty disability benefits received by Public Employees Retirement Association (PERA) police and fire plan members from the reduction applied to permanent total disability workers' compensation benefits after $25,000 in weekly compensation has been paid.

Prevents PERA police and fire plan members receiving total and permanent duty disability under section 353.656, subdivision 1a from having their retirement disability benefits reduced by workers' compensation benefits.

Applies effective the day following final enactment to all future payments to PERA police and fire plan members regardless of the date of injury.

Declares the provisions of the act are not severable.
