Removes municipal authority to collect delinquent vacant building registration fees as special assessments and eliminates annual vacant building registration fees, allowing only a one-time fee up to $1,000.

Prohibits municipalities from imposing fees or charges related to conversion of owner-occupied dwellings to rentals, changes in rental property ownership, or inspections triggered solely by these conversions.

Preempts local municipal authority to regulate hazardous buildings under state law, allowing municipalities only to adopt ordinances identical to state law.

Requires municipalities receiving state or federal housing funding to establish a Citizen Housing Review Board with representatives from tenants, landlords, contractors, real estate investors, and underrepresented minorities to review and comment on housing-related municipal actions and programs.

Requires municipalities to provide monthly reports to the board on housing-related actions and submit state or federal housing documents to the board for review prior to submission.
