Enacts the Uniform Electronic Legal Material Act as Minnesota Statutes chapter 3E, establishing standards for official electronic publication of legal materials including the Minnesota Constitution, Laws of Minnesota, Minnesota Statutes, and Minnesota Rules.

Applies to legal materials designated as official and first published electronically on or after January 1, 2014; designates the revisor of statutes as the official publisher for all legal materials covered.

Requires official publishers to authenticate electronic records by providing users a method to verify the record is unaltered from the official version, with authenticated materials presumed to be accurate copies.

Mandates official publishers preserve legal materials in electronic or non-electronic form with backup, disaster recovery, and continuing usability protections if stored electronically, and ensure permanent public access to preserved materials.

Takes effect January 1, 2014, and modifies certain provisions of the federal Electronic Signatures in Global and National Commerce Act while maintaining specified exemptions.
