State agencies with authority to impose fines or penalties must offer advisory inspections upon request, limited to once per year for potentially subject persons.

If an advisory inspection reveals violations, the agency must notify the person in writing within 10 days, and the person has 60 days to correct the situation to avoid fines or penalties.

Defines "inspection" to include examinations of property, audits, and financial document reviews; "penalty" includes civil fines, administrative sanctions, and cease and desist orders; and "state agency" covers executive branch departments and offices.

Does not apply to criminal penalties, federal law conflicts, fraud, life-endangering violations, repeated willful violations, violations within three years of prior violations, or the Department of Revenue.

Takes effect July 1, 2012.
