Restricts construction of radiation therapy facilities in 14 specified counties (Hennepl, Ramsey, Dakota, Washington, Anoka, Carver, Scott, St. Louis, Sherburne, Benton, Stearns, Chisago, Isanti, and Wright) to entities controlled by licensed hospitals only after August 1, 2014.

Requires new radiation therapy facilities in restricted counties to be located at least seven miles from existing facilities.

Mandates referring physicians in restricted counties to provide patients needing radiation therapy with a list of all available facilities in those counties and disclose any financial interests in those facilities.

Requires the Commissioner of Health to conduct a study of radiation therapy facility capacity, current treatment capacity, present service needs, and projected needs over ten years, with results due March 15, 2013.

Appropriates $137,000 from the health care access fund in fiscal year 2013 for the radiation therapy facilities capacity study.
