Expands the Minnesota GI Bill program to include apprenticeships and on-the-job training programs administered by the commissioner in consultation with the commissioners of employment and economic development and labor and industry

Provides eligible veterans up to $2,000 per fiscal year for apprenticeship expenses and up to $2,000 per fiscal year for on-the-job training, with a maximum of $3,000 in aggregate benefits per individual per fiscal year

Authorizes $1,000 job placement credits to eligible employers upon hiring a veteran and an additional $1,000 credit after the veteran completes 12 consecutive months of full-time employment

Requires qualifying apprenticeship and on-the-job training programs to be with approved employers, be documented and reported, reasonably lead to entry-level positions, and require at least six months of training

Appropriates necessary funds from the general fund with a cap of $6,000,000 per fiscal year beginning July 1, 2011
