Adds dialysis as a covered service for noncitizens with emergency medical conditions when necessary to prevent serious jeopardy to health or serious impairment of bodily functions.

Removes dialysis from the list of excluded services for noncitizens receiving emergency medical condition coverage.

Maintains existing restrictions on emergency medical services coverage for noncitizens, including exclusions for organ transplants, routine prenatal care, elective surgery, and other non-emergency services.

Applies to noncitizens regardless of immigration status who otherwise meet medical assistance eligibility requirements and have an emergency medical condition as defined in federal law.
