Establishes a State Board of Education composed of eight representative citizens (one from each congressional district) and two at-large members with P-16 education expertise, appointed by the governor with advice and consent of the state legislature.

Board members cannot hold public office, be employed by any school district, or have financial interests in education contracts; annual president elected with three-consecutive-year limit on presidency.

Changes the commissioner of education appointment authority from the governor to the State Board of Education, with the commissioner serving as ad hoc board member and board secretary.

Initial board appointments stagger terms with four members serving two-year terms, four serving four-year terms, and two at-large members serving two-year terms.

Transfers authority over general supervision of educational agencies and adoption of administrative rules from the commissioner back to the State Board of Education, effective January 1, 2015.
