Allows civilian escort drivers and licensed protective agents to escort oversized loads in addition to certified overdimensional load escort drivers and peace officers.

Defines "civilian escort driver" as a person age 18+ with a valid operator's license and required vehicle/safety equipment who may escort oversized loads that do not extend over roadway centerlines and do not travel the wrong way on roadways.

Permits civilian escort drivers and overdimensional load escort drivers with certificates to act as flaggers to stop and hold vehicles during oversized load escort operations.

Authorizes commissioners or local authorities to specify whether escort vehicle operators must be certified peace officers, certified overdimensional load escort drivers, or civilian escort drivers, with certified peace officers required only for lengthy traffic stoppages or other dangerous situations.

Requires licensed protective agents performing traffic control duties for oversized loads to be certified under section 299D.085 and prohibits transportation commissioners from denying permits or adopting rules that bar licensed protective agents from performing these duties.
