Office of Higher Education must convene an 11-member open-access textbook task force including faculty, administrators, student leaders, business officers, and bookstore representatives from Minnesota postsecondary institutions.

Task force must develop a plan for presentation to legislature committees responsible for higher education finance by January 15, 2013.

Plan must include an inventory of existing open-access textbooks and recommendations for undergraduate general courses suitable for their use.

Plan must address standardized review processes, faculty incentives, barriers to adoption, production/distribution strategies, technology security standards, and emerging technologies for open-access materials.

Goal is to reduce textbook costs for students through increased adoption of open-access and open-content instructional materials across Minnesota postsecondary systems.
