Establishes a safe routes to school program administered by the commissioner of transportation to provide grants and financial assistance for nonmotorized transportation infrastructure to and from schools.

Creates two accounts for program funding: a bond proceeds fund account for capital projects on publicly owned property, and a general fund account for other eligible expenses.

Requires applicants to submit detailed project descriptions, cost estimates, funding plans, needs assessments, governing body resolutions, project timelines, and other information as prescribed by the commissioner.

Authorizes the commissioner to evaluate projects based on safety improvements, encouragement of nonmotorized transportation, compliance with Federal Highway Administration requirements, and other criteria determined by the commissioner.

Appropriates $3,000,000 in state general obligation bonds to the commissioner of transportation for grants under the program, with bonds to be sold and issued according to Minnesota Statutes sections 16A.631 to 16A.675.
