Adds exception to Minnesota Statutes section 94.342 allowing state-owned riparian land within the Boundary Waters Canoe Area Wilderness to be exchanged for nonriparian land outside the wilderness area.

Requires the commissioner of natural resources to compensate Lake County or exchange state land of substantially equal value for tax-forfeited land being added to Split Rock Lighthouse State Park (specific parcels in Section 32, Township 55 North, Range 8 West).

Authorizes St. Louis County to sell multiple parcels of tax-forfeited land by private sale, bypassing normal public sale requirements under Minnesota Statutes chapter 282 (nine separate parcels listed in Sections 3-5).

Authorizes St. Louis County to sell multiple parcels of tax-forfeited land bordering public water through public sales, with some sales requiring permanent conservation easements of varying widths (100-200 feet) along designated trout streams to provide riparian protection and angler access (Sections 6-10).

Effective date for all tax-forfeited land sales provisions (Sections 3-10) is the day following final enactment.
