Requires construction plans using waste tire materials to be prepared by a professional engineer experienced in geotechnical work and licensed in Minnesota.

Mandates engineering plans include specifications for project location, duration, fill depth, cover depth, tire piece size, encapsulation methods, and fire protection plans.

Requires engineering specifications to comply with ASTM Standard Practice for Use of Scrap Tires in Civil Engineering Applications (D6270-08), section 6, or current Minnesota Department of Transportation lightweight tire fill engineering practices.
