Appropriates $1,000,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Cambridge for the Alabama Street reconstruction project, including land acquisition, engineering, and construction.

Grant funds are contingent on at least $2,300,000 being committed to the project from nonstate sources before appropriation becomes available.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,000,000 to fund the appropriation, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
