Appropriates $221,000,000 from bond proceeds fund to the commissioner of administration for design, repair, and restoration of the State Capitol building.

Funds may be used for design guidelines, historic structures reports, hazardous materials abatement, and structural restoration, but not for furnishings or equipment unrelated to structural integrity.

Distributes appropriation as $60,000,000 in each fiscal year 2013-2015 and $41,000,000 in fiscal year 2016.

Requires construction sequencing to ensure House and Senate chambers are inaccessible during no more than one even-numbered year session.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $221,000,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.
