Modifies migratory waterfowl sanctuary designations to require the commissioner to consider petitions from at least ten licensed hunters demonstrating an area is primarily a migratory waterfowl refuge, and allows the commissioner to restrict entry during times other than the open migratory waterfowl season.

Requires adequate, free public access as a condition for designating migratory feeding and resting areas, and changes the petition process to include a 30-day public comment period instead of requiring the commissioner to verify petition statements.

Reduces the riparian landowner permission requirement for temporary public water drawdowns from 75 percent to two-thirds of affected landowners.

Defines "shallow lake" as a body of water (excluding streams) of at least 50 acres in size with a maximum depth of 15 feet or less.

Creates a new pathway for temporary drawdowns of shallow lakes managed for fish, wildlife, or ecological purposes when the commissioner has conducted a public hearing presenting a comprehensive management plan, and establishes that periodic temporary drawdowns are not considered takings from riparian landowners.
